A “captive audience meeting” means an employee is required to attend a meeting about politics, religion, or anti-union messages.

🔹 Why California Targeted It (SB 399)

The state believes mandatory political/religious meetings can pressure employees and lead to retaliation concerns.

🔹 SB 399’s Original Goal

  • Employees could decline to attend
  • Employer could not discipline or retaliate
  • Employee must be allowed to keep working and be paid

🔹 Current Status

SB 399 is currently blocked by a federal judge pending litigation.
It is passed, but not in effect.
