TLC 最核心的一句話：
只要你擁有「美國州政府簽發的合法駕照」就可以申請 TLC。
這代表：
- 綠卡（OK）
- 公民（OK）
- H-1B / L-1 / EAD（OK）
- DACA（OK）
- TPS（OK）
- 工作簽證（OK）
- ITIN + 可以合法拿到州駕照（某些州）→（OK）
