一、無證移民在美國可以合法結婚嗎？可以！
美國結婚（民事結婚 civil marriage）的法律非常清楚：
- 不需要綠卡
- 不需要簽證
- 不需要合法身份
- 不會問 I-94
- 不會查 SSN（沒有也可以）
- 不會要求 EAD 或工作證
美國的婚姻法根本不看移民身份。
你只需要提供「可以證明名字與年齡」的文件。
二、City Hall 結婚需要哪些文件？（適用 95% 情況）
下列文件你至少要有其中一種：
- 護照（有效或過期都可以）
- Consular ID（領事館身分證）
- 出生證明（部分州接受 + 翻譯）
- 外國國民身分證（部分州接受）
✔ 不需要 SSN。
✔ 不需要移民文件。
✔ 不需要合法身份。
如果其中一方有 SSN、另一方沒有，也完全沒有問題。
三、結婚需要兩個人的地址一樣嗎？不需要 ✔
City Hall 只是登記你們的名字，不會檢查：
- 你住哪裡
- 你是不是同居
- 你有沒有房客、租約、證件
所以兩個人住不同城市、不同州……都可以結婚。
四、City Hall 會不會查身份？不會 ❌
全美 50 州的 City Hall 都遵守同樣原則：
- 不查合法居留
- 不查入境方式
- 不查 SSN
- 不會通報移民局（ICE）
City Clerk（市政書記官）不是移民官，他們只負責登記婚姻。
五、City Hall 結婚流程
- 線上或現場預約（依城市而定）
- 帶雙方的身分證明文件
- 填 Marriage License（結婚許可）
- 支付費用（一般 $40～$110）
- 等待 24–72 小時（部分州需要）
- 新人一起出席結婚儀式
- 簽署並取得 Marriage Certificate
沒有身份，不會影響流程。
六、沒有 SSN 可以結婚嗎？可以 ✔
幾乎所有州都接受：
「I do not have a Social Security Number」
