⚠️ 跨州罰單不付會怎樣？華人搬州最常誤會的 DMV 規則（NY→NC→CA 實例）
很多華人以為：
「外州的罰單不付應該沒事吧？搬家就不用管了吧？」
❌ 錯！這是最危險的想法。
🟥 一、不付罰單會發生什麼？
- Virginia → 標記你 Failure to Pay
- Virginia → 通知發照州（妳當時是 New York）
- New York → 直接 Suspend 你的駕照
⚠️ 就算你已經搬到北卡，不再住在紐約，駕照還是紐約管。
🟦 二、為什麼搬到新州換不到駕照？
North Carolina DMV 會查 NDR（National Driver Register）。
只要看到：
- 🛑 New York License：Suspended
- 🛑 Reason：Unpaid Virginia Ticket
NC 會直接拒發新的駕照。
🟨 三、為什麼我當年完全沒遇到問題？
因為我當年從 NC 開車去 New Jersey，在 Virginia 拿到罰單時：
✔ 我有乖乖付。
所以：
- 沒有 Suspension
- 沒有 NDR 記錄
- 順利換到 NC 駕照
- 後來也順利換成加州駕照

外州罰單不會因為你搬家而消失。
罰單會跟著你的駕照跑：
- 🚫 不付 → 發照州停照
- 🚫 停照 → 新州不給你駕照
- 🚫 還敢開車 → 直接變成犯罪（DWLS）
所以你付掉罰單，是完全正確的決定。

A lot of newcomers mistakenly believe:
“If I move to another state, the ticket doesn’t matter anymore, right?”
❌ Wrong.
Unpaid tickets follow you across states.
🟥 1. What actually happens if you ignore an out-of-state ticket?
Example: You got a ticket in Virginia.
- Virginia marks you as “Failure to Pay”
- Virginia notifies your license state (NY)
- New York suspends your license
Even if you moved to North Carolina already,
your license was still NY’s responsibility.
🟦 2. Why NC DMV would refuse to issue a new license
Because NC checks the:
NDR – National Driver Register
If they see:
- 🛑 NY License: Suspended
- 🛑 Reason: Unpaid VA ticket
NC will NOT issue a North Carolina license.

I paid my Virginia ticket immediately.
Because I did the right thing:
