What Is a “Captive Audience Meeting” and Why Does California Regulate It? 🗣️⚖️
A “captive audience meeting” means an employee is required to attend a meeting about politics, religion, or anti-union messages.
🔹 Examples
- Mandatory meeting about the employer’s political views
- Mandatory anti-union presentation
- Employer hinting at consequences if you don’t attend
🔹 Why California Targeted It (SB 399)
The state believes mandatory political/religious meetings can pressure employees and lead to retaliation concerns.
🔹 SB 399’s Original Goal
- Employees could decline to attend
- Employer could not discipline or retaliate
- Employee must be allowed to keep working and be paid
🔹 Current Status
SB 399 is currently blocked by a federal judge pending litigation.
It is passed, but not in effect.

- Document any forced political/religious meetings
- You still have general anti-retaliation protections
