🚦 停電時，為什麼人還能開車，Robotaxi 卻不行？
上個週末，舊金山發生了什麼事？
上週六 ( Dec. 20, 2025 )，舊金山部分地區發生大規模停電。
在路上，人類駕駛仍然可以慢慢開、互相禮讓，
但不少 Waymo 的 Robotaxi 卻選擇停在原地，無法繼續行駛。
問題不在「車子沒電」
很多人第一個反應是：
「是不是停電，所以車子不能動？」
答案是：不是。
- Robotaxi 本身有電池
- 停電不等於車子熄火
真正的問題在於：交通控制系統失效。
紅綠燈沒電，路口就變成「非結構化環境」
停電時，紅綠燈、感測器、路權提示都可能失效。
對人類來說，這不是第一次遇到：
- 你看我一眼
- 我點頭讓你先走
- 慢慢過路口
但對 Robotaxi 來說，這是一個沒有明確規則的世界。
為什麼人可以「讓」，Waymo 不行？
因為 Robotaxi 的核心邏輯不是「順」，而是「不出事」。
自駕系統在這種情況下，會問自己幾個問題：
- 我現在有合法路權嗎？
- 旁邊的車會不會突然衝？
- 我能不能 100% 保證不撞人？
只要有一個答案是「不確定」，
系統的預設動作就是：停下來。
停在路中央，不是笨，是保守
從工程與法律角度來看：
- 「不動」＝最低法律風險
- 「亂動」＝可能撞人、撞車
對人類來說很不直覺，
但對自駕系統來說，這是Fail-Safe（安全失效）模式。
這和 Auto Insurance 有什麼關係？
當車子是「沒有人」在開，責任歸屬就變得複雜：
- 是車廠的責任？
- 是軟體公司的責任？
- 還是城市基礎建設的責任？
這正是未來 商業 Auto Insurance 與自駕責任險
會大量討論與調整的地方。
