很多剛來美國的朋友,常常會問一個問題:

「我只有 ITIN,沒有 Social Security Number(SSN),還能不能考保險證照?」

也有人跟你說:

  • 「ITIN 也可以啦,我朋友就是用 ITIN 考過的。」
  • 「你先用家人的 SSN,以後再說。」😨
  • 「不用想那麼多,先加入再講。」

對新移民來說,語言跟制度都還在摸索,很容易聽信「別人說」,但將來真正出事的時候,付代價的往往是你。

這篇不是法律或官方規定,只是用一個在美國走過這段路、親自考過保險執照、也看過很多案例的人角度,陪你理清幾件事:

  • 給有合法身分、可以在美國工作的人(例如:公民、綠卡、某些工作簽證)

🔹 ITIN(Individual Taxpayer Identification Number,報稅用號碼)

  • 給「需要報美國稅,但沒有資格拿 SSN」的人
  • 例如:某些國際學生、家屬、投資人、房租收入或其他美國來源收入
  • 用途主要在「報稅」,不是身份證件,更不是工作許可

一句很白話的說法:

SSN = 身分+工作+可被背景調查的 key
ITIN = 只用來報稅的號碼


2️⃣ 為什麼多數州考保險證照需要 SSN?

多數州要求申請保險執照時提供 SSN,有幾個主要原因:

  • 等你拿到 SSN 時,可以立刻進入報名階段,不用從零開始查

✅ 3. 強化語言與溝通能力

  • 多練習用中英雙語解釋一個簡單概念,例如:co-pay 是什麼?deductible 是什麼?
  • 這些將來你就算當 agent,也一定會用到

✅ 4. 先接觸相關產業,但不跨越紅線

It’s very easy to rely on what “other people say” — but if something goes wrong, you are the one who pays the price.

In simple terms:

SSN = identity + work authorization + key for background checks

2️⃣ Why Do Most States Require an SSN for Insurance Licensing?

Many states require an SSN when you apply for an insurance license. A few common reasons:

  • 🔎 Background checks: Insurance agents handle clients’ personal and financial information. The state needs to screen for certain criminal histories.

Since I’m based in California, I’ll use it as an example (always confirm with the latest DOI rules):

  • Most major insurance licenses (L&H, P&C, etc.) require an SSN
  • The SSN is used for identity verification and background checks
  • Without an SSN, you generally cannot complete the full licensing process

That’s why many people say:

“If you want to become an insurance agent, the first step is to have legal work authorization and an SSN.”

But if you don’t have an SSN yet, it doesn’t mean you’re stuck or useless.
You can treat this period as your “foundation-building” stage.


4️⃣ If You Only Have an ITIN: What Can You Do Now?

Even if you can’t get licensed yet, you can still do a lot to prepare:

  • Practice explaining simple insurance concepts in both Chinese and English
  • This will be extremely valuable later if you become a bilingual agent

  • 🚨 “Our system is special. We don’t follow those strict rules.”

These may sound like shortcuts, but they can lead to serious problems:

  • License denial, suspension, or permanent disciplinary records
  • The state will still treat it as your own application and responsibility

When you hear “shortcut” suggestions, ask yourself:

  • Is this written anywhere in the official guidelines?
  • Would I recommend this to my own child in the future?
  • Will I be proud of this decision five years from now?

6️⃣ If You Already Have an SSN: How Can You Plan Ahead?

If you already have an SSN and are interested in the insurance field, you can:
